                 AN AUDIO VIDEO PRESENTATION    

The Department of the Interior and Local Government (DILG) Zambales conducts the Provincial Locally Funded Projects (LFPs) Assessment and Calibration on November 15, 2022 to discuss and recalibrate the status of various LFPs as part of its continuous efforts in assisting the local government units (LGUs) of Zambales towards achieving overall local development through the implementation of infrastructure projects, among others.

The said activity was participated by the Municipal Engineers, Municipal Accountants, Local Finance Committee, SubayBAYAN Focal Person and RSSA Focal Person of the thirteen (13) Municipalities and representatives from the Provincial Engineering Office (PEO) in Zambales.

In his welcome message, Provincial Director Martin Porres B. Moral, CESO V “Mahal namin kayo at gusto namin [na] lahat [ay] nakikibahagi at nakikinabang sa mga proyekto”. He commended the LGUs’ efforts on their commitment in ensuring that reportorial requirements are being complied with and thanked them for their presence despite their busy schedule. PD Moral also gave emphasis on the purpose of the activity which is aimed at providing a venue for discussing issues in the implementation of projects and for brainstorming strategies on how to effectively address the same.

Capability Development Section (CDS) Chief, LGOO II Rose Ann D. Agostosa, delivered the overview of the activity and also mentioned the significance of the real-time updating of project status in the official monitoring of DILG projects—the SubayBAYAN Portal. LGOO II Agostosa also explained that while completion of development projects are vital to the delivery of basic services, ensuring that the projects are operational and well-maintained after their completion is just as important to guarantee that the projects are sustainable to meet the needs of their constituents.

The LFP Engineers and Project Evaluation Officer presented the status of the FY 2022 Support to Barangay Development Program (SBDP), FY 2022 Conditional Matching Grant Program (CMGP), FY 2021 Local Government Support Fund - Disaster Rehabilitation and Reconstruction Assistance Program (LGSF- DRRAP), FY 2021 and FY 2022 Local Government Support Fund - Financial Assistance to Local Government Unit (LGSF-FALGU), LGU’s compliance in the SubayBAYAN Portal, Result-Based Monitoring and Evaluation of Local Infrastructure Project (RLIP) and, Local Road Management Performance Assessment Tool (LRMPAT) and Rapid Subproject Sustainability Assessment (RSSA), Municipal Water Supply and Sanitation Master Plan (MWSSMP), and Annual Maintenance Work Program, (AMWP).

To further strengthen the Department’s communication with the LGUs, a breakout session was facilitated by Engineers Dela Cruz, Ebalobo and Coloma. This provided for a more focused discussion between the LGU functionaries and assigned engineers and to gather the LGU’s commitments on the necessary actions that need to be taken.

As one of the highlights of the activity, DILG Zambales also launched the “LFP Zambales Official Data Bank 2022” for their goal to provide a transparent monitoring and evaluation system which were made available for viewing to the LGU Functionaries. The LFP Engineers walked the participants through the Official Data Bank and explained the features and functions of the system.

LGOO VII Melissa D. Nipal extended her appreciation to everyone in her closing remarks, “Masisipag ang mga taga Zambales at ang LFP Team ay nakatutok sa implementation ng projects, [kaya] kami ay nagpapasalamat sa inyong pagdalo at kami ay naniniwala na ang mga LGUs ng Zambales ay aktibo at maaayos na iniimplement ang projects ng national.”
