The Provincial Government of Bulacan (PGB) initially delivered last March 8, 2012, the medical equipment and facilities, amounting to Php 3M, for Bulacan Medical Center (BMC) consisting of the following: nine (9) units Patient Monitor, one (1) unit ECG Machine, one (1) unit Fetal/Maternal Monitor, four (4) units Fetal Heart Rate Doppler and one (1) unit Delivery Table. Said medical equipment and facilities were funded out of the Local Government Support Fund (LGSF). LGSF is a fund released by the Department of the Interior and Local Government and the Department of Budget and Management to provinces, cities and municipalities which have passed the DILG’s Seal of Good Housekeeping (SGH).  Funds were released to LGUs that have been awarded the Seal to promote good governance among local government units. The provincial government received a total amount of Php 40M of the said fund.

 
Last year, the Provincial Government has just completed the construction of its new maternity and emergency clinic in the Bulacan Medical Center but the said clinic does not have the needed medical equipment to be fully operational. Gov. Willy M. Sy-Alvarado said that the LGSF-support project is indeed very timely because of the ongoing improvement and upgrading of the health and medical services of the public hospitals in Bulacan. Other public hospitals which will soon avail of the LGSF in the form of medical equipment & facilities are the following: Rogaciano Mercadon Memorial Hospital, Bulacan District Hospital Equipment, San Miguel District Hospital, Gregorio del Pilar District Hospital, Emilio G. Perez District Hospital and the Calumpit District Hospital.

The Municipality of Angat, Bulacan successfully conducted the groundbreaking ceremony on April 10, 2012 for the LGSF-supported project which is the concreting of roads located at Japan St., Brgy. Binagbag, Angat, Bulacan. The project cost amounted to Php 900,000 and is expected to be completed on May 20, 2012.

The said ceremony was spearheaded by Hon. Gilberto C. Santos, Municipal Mayor. Also in attendance are SB Members Hon. Emy San Pedro, Hon. Oscar Suarez and Hon. Robin Cruz, LNB President Rodolfo C. Santos, other Punong Barangays and Sangguniang Brgy. Members, Mother Leaders-Lingkod Lingap sa Nayon (ML-LLN), Daycare Workers, Brgy. Tanods, Barangay Health Workers. Cluster Team Leader Elaine Pagdanganan and MLGOO Ma. Isabelita Cruz also attended the said ceremony as the representatives of the Department.

In the message of Mayor Gilberto C. Santos, he expressed his heartfelt gratitude to the National Government particularly the DILG for the support given to them.

Since the start of the year, the Province of Bulacan has  adopted the cluster approach in the implementation and monitoring of DILG PPAs particularly in the barangay level.

Aside from monitoring the compliance to the Full Disclosure  Policy in both the Municipal and barangay governments, MLGOOs also monitored the compliance to the Citizen Charter, as well as the administrative requirements and other deficiencies of the barangays vis-à-vis the BGPMS. They also took turns in re-orienting the barangay officials in pertinent laws and issuances affecting local governance such as the ARTA Law, RA 9003 and roles of barangay officials in the Manila Bay Clean-up, Preservation and Rehabilitation Program.

To facilitate wider coverage, the two clusters formed subgroups within the cluster. For Cluster A, the cluster team approach was launched at the City of Malolos; while for Cluster B, the Municipality of San Miguel received the first baptism.

It is noteworthy to mention that the barangay officials were both surprised and elated that a number of DILG officers visited them and were appreciative of the innovative strategy in reaching out to our partners in the community.
