During its first quarter meeting, the Pampanga Provincial Peace and Order Council (PPOC) and the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) ratified the Joint Resolution No. 2024-01.

The resolution, titled "A Resolution Recommending to the Sangguniang Panlalawigan to Declare the Pampanga Province in a State of Stable Internal Peace and Security," aims to prevent resurgence of Communist Terrorist Group (CTG) in the province through effective peacebuilding and peace enforcement, unhampered delivery of poverty reduction programs and basic services, sustained developmental activities in the previous NPA-affected areas, community empowerment and support initiatives, effective communication, and education campaign on peace and development.

In the course of the meeting, it was also mentioned that the Sangguniang Panlalawigan will draft a Provincial Ordinance to authorize the PNP and other pertinent national security agencies with access to CCTV footage from all establishments in the province. This measure seeks to expedite investigations and enhance law enforcement capabilities, ensuring swifter responses to security incidents.
