   The Department of the Interior and Local Government Region 3 initiated the conduct of the Training-Workshop on the Local Road Management Performance Assessment Tool (LRMPAT) held on January 30, 2013 at DILG Regional Office 3, Diosdado Macapagal Government Center, Maimpis, City of San Fernando, Pampanga.

   The Department of the Interior and Local Government Region 3 initiated the conduct of the Training-Workshop on the Local Road Management Performance Assessment Tool (LRMPAT) held on January 30, 2013 at DILG Regional Office 3, Diosdado Macapagal Government Center, Maimpis, City of San Fernando, Pampanga.

   It was attended by Provincial/City Engineers of the 21 Local Government Units (7 Provinces and 14 Cities region-wide) and the Provincial/HUC Focal Persons on Special Projects – Special Local Roads Fund (SLRF) of Region 3.  The activity aims to orient the LGUs and Focal Persons on how the LRMPAT works specifically as capacity development diagnostic tool and as a measure in determining LGU allocation in the SLRF.  

   In the welcome address of Assistant Regional Director Abraham A. Pascua, he appreciated the presence of Provincial and City Engineers for participating in the activity.  He reiterated their important role not only in the implementation of SLRF projects in their respective LGUs but also in the Local Road Management that focused on the maintenance of local roads, improving traffic management, and road safety devices.

   Regional Director Florida M. Dijan also acknowledged the presence and full support of the Provincial and City Engineers of Central Luzon.  Though the activity was first of its kind – DILG calling the Local Engineers, RD Dijan shared that this was an initiative of DILG Central Luzon to orient Local Engineers in Local Road Management in connection with SLRF.  She also mentioned the role of the DILG in management of the SLRF as part of its MOA with the Department of Public Works and Highways (DPWH).  RD Dijan informed that the 10% allocation is being received by Region 3 (out of 17 regions nationwide) in the 2012 SLRF total national allocation.

   OIC-CDD Martin Porres B. Moral gave the overview of the one-day training-workshop particularly its objectives.  He also discussed the Motor Vehicle User’s Charge (MVUC) Law and the SLRF project.

   Meanwhile, LGOO II and Regional Focal Person on SLRF Jayson S. Jumaquio explained the SLRF Allocation Process, Monitoring Process Matrices and SLRF-specific performance indicator aspects of the assessment tools while LGOO II Ailyn D. Bondoc presented the Local Road Management Capacity Development Framework and Scoring System, were also explained in detail.

   In the afternoon, LGOO VI and Pampanga Provincial Focal Person Jose Algy Canlas shared updates on the SLRF Project Status specifically the on-going and existing projects of Central Luzon.

   At the end of the activity, a workshop was administered where Provincial and City Engineers, in coordination with DILG provincial focal persons on Special Projects – SLRF prepared their respective action plan on the conduct of LGU assessment using the LRMPAT.
