After a series of assessment, the Provincial Inter-agency Monitoring Task Force (IMTF) conducted its final validation on the functionality of local councils for the protection of children (LCPCs) on April 27, 2023 at DILG Pampanga.


The said IMTF is composed of the DILG, Provincial Social and Welfare and Development, Provincial Health Office, Provincial Planning and Development Office, DepEd, and a Civil Society Organization.

In her message, DILG Pampanga Provincial Director Myra Soriano expressed her gratitude to the team for their continuous support in assessing and validating the functionality of local councils in the province.

The LCPC is a council organized at the provincial, city, municipal and barangay levels that serves as the umbrella organization for all children's concerns and they are assessed based on the following indicators to determine their level of functionality:

1. Organizational Sustainability (20%)
2. Policies and Plans for Children (30%)
3. Budget Allocation and Utilization (20%)
4. Service Delivery Monitoring and Management for Children (30%)
The level of LCPC functionality is Basic, when the council attained a rating of 20% below, Progressive with a 21-50% rating, Mature-51-79%, and Ideal with 80-100% rating.
