SUBIC BAY FREEPORT ZONE – The DILG Region 3 facilitated the Retooling on the Peace and Order and Public Safety Plan and Policy Compliance Monitoring System (POPSP-PCMS) and POC Secretariat Skills Ehancement to assist Local Government Units (LGUs) and Peace and Order Councils (POCs) in the efficient use of the system and further enhance their POPS Plan reporting, monitoring and evaluation. It was held on October 2-3 for the 1st batch and October 9-10, 2018 for the 2nd batch.

The Peace and Order and Public Safety Plan (POPS Plan), as contained in DILG Memorandum Circular No. 2015-128, is a 3-year term-based plan which covers programs, projects and activities that addresses peace and order and public safety issues of the LGUs. It is also a comprehensive action plan strategized to attain a safe, secure, peaceful and progressive community.

POPSP PCMS is an online database and monitoring system that simplifies the process of planning and implementation in terms of monitoring and report generations. The system was crafted to monitor the compliance, implementation, and accomplishments of LGUs vis-à-vis their POPS Plan. It also serves as guide for the determination of Confidential Funds.

LGMED Chief Lerrie S. Hernandez encouraged the LGUs to comply with the timely submission of accomplishment reports and emphasized that the POPSP-PCMS is one of the criteria in the POC Performance Audit, as well as the 2019 Seal of Good Local Governance.

The activity was conducted in partnership with the Bureau of Local Government Supervision. It was attended by C/MLGOOs and POPSP-PCMS Focal Persons of LGUs in Region III.
