Gender is defined as socially constructed norms and ideologies which determine the behaviour and actions of men and women. Understanding these gender relations and the power dynamics behind them is a prerequisite for understanding individuals' access to and distribution of resources, the ability to make decisions and the way women and men, boys and girls are affected by political processes and social development. Thus, gender is an important consideration in development. It is a way of looking at how social norms and power structures impact on the lives and opportunities available to different groups of men and women.

With this, the Department of the Interior and Local Government R-III continually embarks on gender and development mainstreaming and efforts, with the support of Regional Director Julie J. Daquiaog, conducted the two- day Capacity Development of DILG R-III Gender and Development Focal Point System held on September 24- 25, 2018 at Subic Bay Travelers Hotel, Subic Bay Freeport Zone. The activity aims to retool and reorient the GFPS members of DILG region 3 on basic gender GAD concepts, GAD analysis and tools, GAD planning and budgeting and assessment of GAD accomplishment report. This activity is also a great venue to further the skills and knowledge of the GFPS especially on the field operating units whom provide technical assistance to LGUs.

In her remarks, RD Julie Daquioag reminded everyone to continue working with passion and excellence, "like what we did last year, we are working until the end of December at doon mo talaga ang makikita ang passion ng DILG Region 3 to accomplish everything because we are one Central Luzon".
