The DILG – Nueva Ecija facilitated a two (2) day Provincial Roll-out of 2017 Anti-Drug Abuse Councils (ADACs) Performance Audit on September 20-21, 2018 at Anne Raquel's Hillside Resort Inc., Miguel L. Santos Village, Purok 6 New Cabalan, Olongapo City. This activity was participated by the ADAC Provincial Audit Team which includes Philippine National Police, Philippine Drug Enforcement Agency, DILG and CSO Representative; City/Municipal Local Government Operations Officers and ADAC members from 32 LGUs in Nueva Ecija.

 

This two (2) day activity was intended to orient participants on the implementing guidelines of the functionality and effectiveness of the local anti-drug abuse councils that covers the province, cities, municipalities and barangays. The activity also aimed to familiarize the set performance indicators and the systematic ADAC monitoring and reporting mechanism.

The Joint Memorandum Circular No. 2018-01 issued by the DDB and DILG was discussed by LGOO II Ace Rogelito C. Lumagas which provides guidelines on the composition, duties and responsibilities of ADACs. The functionality of the Provincial, City, Municipal and Barangay ADACs were presented by LGOO II Maricar Janice C. Perez and LGOO II Philip Nathan B. Moral informing the participants on the indicators and scoring mechanism vis-à-vis data capture forms that will be used during the audit relative to the documents that must be presented as means of verification (MOVs). The Integrated Drug Monitoring and Reporting Information System (IDMRIS) was also discussed by Technical Assistant(TA) Arens De Guzman providing a systematic way to record and report various anti-drug and drug prevention information.

This Anti-Drug Abuse Council (ADAC) Performance Audit is a collaborative effort between National Government Agencies (NGAs), local government units (LGUs) and Civil Society Organizations (CSOs) to ensure the integrity of the results.
