"From Bahay Pagbabago to Balay Silangan, this was how the drug reformation program of Philippine Drug Enforcement Agency came to be" as it was stated during the inauguration of Balay Silangan Reformatory Center in Cabanatuan City on May 24, 2018.

Balay Silangan is a reformation program which aims to adopt the implementation of a family-based in-house reformation. The program gives intervention, counseling, and livelihood with the objective of helping drug offenders to become productive and law abiding citizen upon being re-integrated to society.

The Balay Silangan Reformation Program was based on the concept of Bahay Pagbabago initially implemented in Bataan Province during the incumbency of PCSUPT Rhodel O. Sermonia as the PNP Provincial Director of Bataan. With its success, then PNP Region 3 Director Aaron N. Aquino ordered the expansion of the program in the whole Region.

Now, as the head of the PDEA, Dir. Gen. Aaron N. Aquino adopted the concept of Bahay Pagbabago into Balay Silangan thru the promulgation of DDB Regulation No. 2 Series of 2018.

The first implementation site of Balay Silangan was inaugurated in Sarangani on May 22, 2018 while the Caloocan Balay Silangan Reformatory Center in Caloocan City was inaugurated on May 30, 2018. The latter was realized thru the cooperation of its member national agencies, local government units and private stakeholders. It was attended by PDEA Dir. Gen. Aaron N. Aquino, PDEA-PECIS Dir. Donelyn M. Hemedez, DILG Region 3 Director Julie J. Daquioag, DILG Nueva Ecija Provincial Director Renato G. Bernardino, Nueva Ecija 3rd District Representative Rosanna V. Vergara, Cabanatuan City Mayor Julius Cesar V. Vergara, Capas Mayor Reynaldo Catacutan, officers of PNP, NGAs, and other stakeholders.
