Department of the Interior and Local Government (DILG) Region 3 Field Officers and Focal Persons had undergone an Orientation on Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA) Database Management conducted by the Information Systems and Technology Management Service (ISTMS), DILG Central Office in two batches on July 4-5, 2017 at Bliss Hotel, City of San Fernando, Pampanga. A total number of sixty (60) and sixty-nine (69) City/Municipal Local Government Operations Officers (C/MLGOOs) and Focal Persons from the provinces of Aurora, Bulacan, Tarlac, Zambales, and Olongapo City and provinces of Bataan, Nueva Ecija, Pampanga and Angeles City attended the first and second batches, respectively. It was aimed to populate and updated, reliable data on Disaster Preparedness particularly on the data of DRRM Officers, Rescue Teams, evacuation centers and rescue facilities using the DILG intranet portal.


Regional Director Julie J. Daquioag, in her message, emphasized that the establishment of the DRR-CCA database containing these four major components shall result into good, reliable and accurate data. She also mentioned the Garbage-In Garbage-Out (GIGO) policy on database build-up and urged all Field Officers to ensure that every detail gathered in the database must be correct and valid.

Monitoring and Evaluation Division (MED) Chief likewise stated the need for having an updated DRR-CCA database since it is one of the crucial components on disaster preparedness. She said that having access to accurate information such as the available rescue equipment and evacuation facilities will enable the national and local officials to determine the disaster response capacities of LGUs and provide them the necessary assistance and interventions.

IT Officer II Yvette M. Garcia with the assistance of ADA IV Karla Anne DG. Perez of ISTMS, Central Office discussed the Disaster Risk Reduction and Management (DRRM) Database Build-up Guidelines and Procedures in the proper filling out of the Data Capture Form (DCF) containing information on the DRRM Officer, Search and Rescue Teams, Evacuation Centers and Facilities of every LGU. All accomplished DCFs of the participants were subjected to data clean-up before the final uploading. Consequently, hands-on exercises were done on the step-by-step procedure on how to upload the DCF to the DILG intranet. ITO Garcia informed that the DRR-CCA DCF uploaded to the DILG intranet as well as LGU basic information and pertinent data from other Department's on-line systems such as Programs, Projects Monitoring System (PPMS) website, Full Disclosure Policy (FDP) portal, Seal of Good Local Government (SGLG) standing, Elective Local Officials Profile Database System (ELOPDS) is automatically linked and accessible in the LGU 201 File portal. She further presented the process flow of data collection and validation from the LGU to the DILG Field Offices to the Regional and Central Offices.

The activity is in line with the Under the Republic Act 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010 where DILG plays an important role as the Vice-Chairperson for Preparedness in the implementation of the DRRM and CCA program. As such, being the Vice-Chairperson, it is essential for the department to have a consolidated database of LGUs on Disaster Preparedness Data and information to serve as baseline to facilitate proper coordination and timely response in the event of a disaster.
