   The Department of the Interior and Local Government in Region 3 will celebrate the  22nd Anniversary of the Local Government Code this month of October 2013 with the theme “Kilos Progreso, Makilahok sa Pag-Asenso”.  

    This theme embodies a call for united and concerted action for national progress.  United action entails transparency which advocates accountability and open governance; vigilance which intensifies citizens’ engagement; and volunteerism which strengthens people’s participation in governance.  

    To mark the LG Code Anniversary, DILG R-3 has lined up different activities both in the regional and field offices to be participated in by Local Government Units (LGUs) and National Government Agencies (NGAs).  These include the conduct of Caravan on Good Governance during the kick off on October 3, 2013.  Local Chief Executives (LCEs) are also enjoined to deliver their “Ulat Sa Bayan” or the First 100 Days Report to their constituents from October 8-14.  This underlines the accomplishments of the present administration during the first 100 days of his/ her public service.  

   Also part of the celebration is the Health and Wellness activity (Zumba Exercise and Run for Good Governance) for DILG R-3 personnel and representatives of NGAs and LGUs.  This will be followed by “Tagisan ng Galing” – The Local Governance Challenge, where barangay officials and functionaries will participate in essay writing contest, poster making contest and impromptu speech.  Participants will be one per congressional district of Region 3.     

   One of the highlights of the month-long event is the Forum on Good Governance and Regional Awarding of DILG major programs.  There will also be sharing of LGU best practices and exhibits of the seven provinces in the region.  

   The celebration is in line with the signing of Presidential Proclamation No. 63 series of 1992 declaring October as the Local Government Month, the second week of October as the Local Government Week and the 10th day of October as Local Government Day in the country.
