One of the powers and functions of the Department is to assist the President in his general supervision over local government units, oversee and monitor the implementation of the Local Government Code of 1991, enhance the capabilities of LGU's for self-governance, and implement plans and programs on local autonomy.


As a catalyst of change in local governance, the Department of the Interior and Local Government Region III conducted a Trainors' Training on Katarungang Pambarangay on March 7-8, 2016 at the DILG Regional Office, Government Center, Maimpis, City of San Fernando, Pampanga.

The activity was aimed to capacitate DILG field officers and pool of trainors as well as the members of the LTIA Regional Assessment Team who will serve as agents in promoting excellence in barangay governance as an integral element of good, responsive and accountable local governance.

Assistant Regional Director Araceli San Jose warmly welcomed the participants and encouraged their active participation. She also mentioned that the purpose of the activity is to have a common understanding on Katarungang Pambarangay Process.

Atty. Romeo P. Benitez was the speaker for the 2-day activity. His presentation focused on the Philosophical Aspect: Concept, Historical Backgraound, Philosophy and Objectives of the Katarungang Pambarangay, Organizational Aspect: Lupong Tagapamayapa, Jurisdictional Aspect: Venue for Amicable Settlement and Cases Covered by the Katarungang Pambarangay, and Procedural Aspect: Method in Amicable Settlement of Disputes.
