In support to national government's thrust on transparency and accountability and as part of the continuous improvement of DILG Region 3 Management Information System (MIS) towards strengthened internal governance capacity, its website development project was expanded through the conduct of Website Administration Orientation and Hands-on Training for Provincial Offices on June 23-24, 2015 at DILG Regional Office, LGRRC, City of San Fernando, Pampanga. It was attended by seven (7) Provincial Website Administrator designates.

The activity was aimed at capacitating and enabling the provincial offices maintain their own websites.

Regional Director Florida Dijan, in her message, stated that the use of technology is one strategy to let people know what the government is doing. She emphasized the beauty of linking the provincial websites with the regional as well as with the different systems being utilized as online project monitoring of the Department such as PPMS, PCF and Full Disclosure Portal. She further remarked that the DILG should not be left out in initiating different strategies being the prime mover or assistant of the President in popularizing national government agencies efforts. On the other hand, OIC-Asst. Regional Director for Administration Araceli A. San Jose, likewise remarked the importance of having a provincial website since we are able to advocate and disseminate information at the grassroots level of the good programs and projects being implemented by the Department.

Main topics discussed during the 2-day training were the Government Website Template Design (GWTD), Joomla as the web development tool and content management system (CMS) used per DOST guidelines and Administrative Order No. 39 requirements and the processes on the customization of the provincial website templates. Participants were able to reinforce the discussion through hands-on exercises on how to customize respective provincial websites. Action planning on the next steps to provincial website updating and maintenance was also facilitated.

In closing, CDD Chief Martin Porres B. Moral stated that the maintenance of provincial websites will form part of the regional hub or portal to LGUs in every province to give them access on online information on DILG programs, projects and services being implemented in Central Luzon and other local governance efforts which are undertaken by the Department.
