   Local Government Units of Central Luzon gathered once again for the 8th Recognition of Outstanding Central Luzon LGUs Implementing the Streamlining Program in the Issuance of Mayor’s Permit on April 21, 2014 at the Fontana Convention Center, Clarkfield Freeport Zone, Pampanga.

   Tarlac Governor Victor A. Yap, President of the Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) in his opening message thanked DTI-3 OIC-Regional Director Judith P. Angeles and DILG -3 Regional Director Florida M. Dijan for their support to the CLGCFI’s endeavors especially on choosing the best implementers of the Streamlining Program. Moreover, he encouraged all LGUs to support the program by excelling in the Four (4) BPLS Components.

   During her keynote address former DTI-R3 Regional Director and now Assistant Secretary    Blesila A. Lantayona made an account of the Region’s modest accomplishments in its early implementation of the Program in 2007. Towards the end of her speech, she commended Region 3 in attaining 100% LGU compliance and encouraged the LGUs to aim for ISO Certification.  

   Prior to the awarding proper, RD Dijan presented the categories and criteria for the selection of winners.   Plaques of Recognition were given to Provincial and Regional Winners while runners-up at the Provincial Level received Certificates of Recognition.  In addition, cash prize of Php 20,000 were awarded to Regional winners.

   For Component 4 (Most Successful LGU in the Institutionalization of BPLS Reforms) Regional Winner is the City of San Fernando, Pampanga.

   For Component 3 (Best LGU in Customer Relations), regional winner is Talavera, Nueva Ecija.  Provincial winners are San Luis, Aurora; Balanga City, Bataan; Sta. Maria, Bulacan; Talavera, Nueva Ecija; City Of San Fernando, Pampanga; Tarlac City, Tarlac; and Olongapo City, Zambales.  

   For Component 2 (Most Outstanding LGU Award for IT Innovations), the regional winner is Sta. Maria, Bulacan while provincial winners are Balanga City, Bataan; Sta. Maria, Bulacan; Talavera,  Nueva Ecija; San Simon, Pampanga; Tarlac City, Tarlac; and San Felipe,  Zambales.

   For Component 1 (Most Outstanding LGU implementing the Streamlining Program) the regional winner is San Simon, Pampanga while first runners up are Baler, Aurora; Balanga City, Bataan; Sta. Maria, Bulacan; Talugtug, Nueva Ecija; San Simon, Pampanga; Capas, Tarlac; and Castillejos, Zambales.  Second runners up are San Luis, Aurora; Limay, Bataan; Guiguinto, Bulacan; Talavera, Nueva Ecija; Bacolor, Pampanga; Tarlac City; and San Felipe, Zambales,  Third runners up are Maria Aurora, Aurora; Hermosa, Bataan; Marilao, Bulacan; Llanera, Nueva Ecija; Lubao, Pampanga; Gerona, Tarlac; and Olongapo City, Zambales.
