The Department of the Interior and Local Government – Region III has chosen Barangay Bilad, Camiling, Tarlac as its regional showcase barangay during the First Semester Barangay Assembly Day held on March 28, 2021 with the theme, "Barangayan: Barangay at Mamamayan, Sama-sama at Magkaisa upang Labanan ang Pandemya Tungo sa Isang Ligtas, Maayos at Maunlad na Pamayanan."

 In line with Proclamation No. 260 dated September 30, 2011, the last Saturdays of March and October are declared as Barangay Assembly Days, whereby people's participation in barangay governance is optimized by giving them an opportunity to know more about their respective barangay's accomplishments and utilization of funds, as well as an avenue to voice out issues and concerns of their respective communities.

DILG Regional Office 3 Director Julie J. Daquioag virtually welcomed the attendees by saying, "Lahat po tayo ay magtulungan, the government cannot do this alone po. Sa pagpapaganda at pagpapalaganap ng peace and order, ng iba't ibang pamamaraan ng pagpapaganda ng buhay ng lahat kung hindi tayo magkakaintindihan at magkakaunawaan dahil I believe that in unity, really, there is strength - and in unity, we can survive this pandemic. We will heal as one."

Expressing her appreciation to the constituents of the barangay, DILG Tarlac Provincial Director Belina T. Herman shared, "Dito sa Bilad, ako ay naniniwala na mataas ang inyong pakikisama, kasi dapat ang pamahalaan ay participative to be effective. Nariyan po kayo palagi. Sana po ay hindi kayo magsasawa sa pagtulong at sa pagkakaisa sa ating barangay. Kung baga sa pagkain, kayo ang asin, kung wala kayo, hindi masarap ang ulam. Hindi sasarap ang kahit anong lulutuin ng inyong barangay. Hindi po uunlad ang Barangay Bilad kung iiwanan nyo sila."

Municipal Mayor Erlon C. Agustin, ABC President Albert B. Jose, and Camiling MLGOO Angelo Alexis C. Barroga, En.P also expressed their heartfelt gratitude that Barangay Bilad, which is one of the barangays that have the best sanitation practices in the Province of Tarlac, was selected as the showcase barangay in Central Luzon for this semester.

"Sila ay ehemplo ng pakikipagtutulungan sa isa't isa, upang maging ligtas at mabuti ang kanilang barangay, hindi lamang sa panahon ng pandemya, kundi sa lahat ng pagkakataon. Ito ay bunga ng pamumuno ng masisipag na barangay officials, at pagsunod ng mga mamamayan," said Mayor Agustin, who is very proud of the barangay's achievements through the years.

"Ako po ay naniniwala na kung patuloy po tayong maghahawak -hawak kamay, magkakaiba man po ang ating paniniwala, magkakaiba man po ang ating paninindigan, magkakaiba man ang ating kulay, tayo po ay aangat at maipagkakaloob natin ang tunay na pagbabago sa ating barangay," said ABC President Jose.

The accomplishments on peace and order, women and children, environment, youth, health, education, and the issues and concerns affecting the barangay were also tackled.

Despite the current global pandemic, the assembly was successfully conducted through the participation of our respective municipal and barangay officials, DILG Tarlac personnel, and socially-distanced residents in Barangay Bilad's covered court, as well as virtual participants from across the country through real-time streaming of the activity on DILG Tarlac and Barangay Bilad's respective Facebook Pages and Bilad National High School's FM Radio Station.
