On February 24, 2021, the Olongapo City Validation Team (VT) validated the road clearing operations of the Province of Bataan. The team from Olongapo, composed of LGOO V Fernando M. Erese Jr. from DILG, PLTCOL Alfredo Canlas from PNP, and SFO4 Ronald Mallari from BFP, was joined by Ms. Carolina Santiago of the Bataan Host Lions Club during the validation.

Being under Modified General Community Quarantine (MGCQ), the Province of Bataan was assessed based on the components of road clearing operations stated in DILG Memorandum Circular No. 2020-027: (1) actual road clearing, (2) existence of a road clearing ordinance, (3) inventory of roads with obstructions, (4) displacement strategies for those affected by the operations, (5) rehabilitation of roads, and (6) existence of a grievance mechanism. Based on the validation result, the Province of Bataan was generally compliant.

The road clearing validation is being conducted to ensure that the President's directive to clear roads of obstructions is being implemented by the local government units (LGUs). To ensure impartiality, VTs of component cities and municipalities are cross-posting within their respective provinces, while VTs of provinces and highly urbanized cities are cross-posting within the regions. LGUs under General Community Quarantine are assessed on the actual road clearing component, while LGUs under MGCQ are assessed on all components of road clearing operations. The validation period started on February 16, 2021 and will end on March 2, 2021.
