DILG Zambales headed by Provincial Director Armi V. Bactad spearheaded the orientation on the implementation of the Citizen Satisfaction Index System (CSIS) to Dr. Roy Villalobos, the newly installed University President of President Ramon Magsaysay State University (PRMSU) on February 10, 2021 at the Conference Hall of the Office of the University President, PRMSU, Iba, Zambales.

 The CSIS is a mechanism pioneered by the DILG to generate relevant citizens' feedback on the local governments' service delivery performance. It was developed to serve as a tool for drawing applicable information for evaluating citizen satisfaction in the different services provided by the local government units (LGUs), in partnership with local resource institutions (LRIs).

Recognizing the relevance of the CSIS program in promoting good local governance, President Villalobos accepted the call to be the program's partner LRI. With this, the orientation was subsequently followed by signing of the Memorandum of Agreement (MOA) with the Department of the Interior and Local Government (DILG) on the conduct of the CSIS targeting the Municipality of Botolan, Zambales for CY 2021.

PRMSU is known as an institution which extends its services on surveys, researches, and empowering community engagement. The institution has also been an active partner LRI of the DILG when the said program was implemented in CY 2018 and 2019.
