In preparation for the implementation of the Supreme Court Decision in the "Mandanas Case" on FY 2022 Budget Cycle, which will increase the Internal Revenue Allotments (IRA) shares of LGUs, the DILG seeks to assist LGUs in improving their capacity in implementing development projects.

 One of the means to improve the implementation of local development projects is the establishment of a functional Local Project Monitoring Committees (LPMC) which has the capacity to ensure transparency and accountability.

Through Memorandum Order No. 175, Series of 1988, LGUs had been mandated to create their own LPMCs while Executive Order No. 376, Series of 1989 has set forth the objectives of the Regional Project Monitoring and Evaluation System (RPMES). This primarily aims to expedite project implementation and devolve project facilitation, problem-solving, monitoring and evaluation to the regions and sub-regional levels, particularly to the provincial and municipal levels. However, the conducted Functionality Assessment of the LPMCs, in compliance with DILG Regional Memorandum Circular No. 2020-004, dated February 5, 2020, has revealed that most of the LPMCs has "Low Functionality".

Due to this, provision of capacity development trainings to ensure that the LPMCs will be able to perform their mandated functions and responsibilities is relevant. In this regard, the DILG-Aurora conducted a one (1) - day activity relative to the aforementioned subject for the five municipalities in the Province of Aurora namely: Dilasag, Dinalungan, Dingalan, Casiguran and Dipaculao from November 24 to December 9, 2020.

The activity series served as a venue to reiterate the LPMCs mandated functions and responsibilities; present the result of the latest functionality assessment and to discuss the areas that needs improvement; provide guidance regarding Project Monitoring and Evaluations; and elicit the LPMCs commitment in attaining "High Functionality".

The CAPDEV series was participated in by MLGOOs, Municipal Planning and Development Coordinators, Municipal Engineers and PMC Members, among others. DILG Provincial Engineers, Engr. Reyner L. Buenconsejo and Engr. Clarissa G. Hess, and LFP Provincial Focal Person, Engr. Florenz Zaira Buenconsejo served as resource speakers.
