The Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) of Pampanga had its first meeting on September 13, 2019 primarily to organize the team and establish synergy among the member agencies and offices to address conflicts and issues that may be the cause of insurgency threats and problems in the province.


Pursuant to Executive Order No. 70 that advocates for a Whole-of-Nation approach in attaining inclusive and sustainable peace, all LGUs are mandated to create Task Force ELCAC in their localities to oversee the provision of an efficient mechanism in addressing the root causes of insurgencies and other armed conflicts through the delivery of basic services and packages by the Government.
During the meeting, representatives from the 48th Infantry Battalion and DILG Pampanga briefed the members on the current peace and security situation in Pampanga and the Retooled Community Service Program which will be used to operationalize the Task Force.
LGOO V Christian Red Mejia from the DILG Regional Office also discussed the inter-agency collaboration action plan of the 12 clusters that will be the focal groups in the operation of the Task Force ELCAC.
Several sectors already infiltrated by the Communist Terrorist Groups (CTGs) were identified and actions to end this were brought up as part of the succeeding meetings and plan of action of the PTF-ELCAC.
In closing, Pampanga Governor Dennis G. Pineda committed to give full support in this undertaking to finally resolve security and insurgency issues and bring about the holistic development of the province.
