In line with Olongapo City's initiative to raise child and youth welfare, the City Government, in coordination with the Department of the Interior and Local Government and Department of Education, awarded the barangays with functional Barangay Councils for the Protection of Children (BCPC) on May 27, 2019.

Barangay West Bajac-Bajac was hailed as the most functional BCPC in the city. Punong Barangay Anthony Deldio, together with the BCPC members of WBB received a plaque of recognition and cash prize of P10,000 awarded by City Mayor Rolen Paulino and DILG City Director Amada Dumagat. Each participating BCPC also received certificate of recognition and P2, 000 cash incentive.
PB Deldio expressed his heartfelt gratitude to the city government. "Recognition is certainly the best way to motivate our people further at the barangay level to work harder for the welfare and protection of our children," he said.
The Olongapo City Inter-Agency Monitoring Task Force (OC-IAMTF), composed of the DILG, DepEd, City Social Welfare and Development Office, City Health Office, City Planning and Development Office, Gordon College and PREDA Foundation Inc., steered BCPC Assessment to gauge the functionality level of the participating councils and determine the outstanding BCPC.
The City Government set off the awarding of the functional BCPC in order to urge the barangays in sustaining child-friendly local governance.
