The Regional Peace and Order Council (RPOC) III convened for its 2019 1st Quarter Regular Meeting on February 12, 2019 at Kingsborough International Convention Center, Jose Abad Santos Avenue, City of San Fernando, Pampanga.

 RPOC III Chairperson and Bataan Governor Hon. Albert Raymond Garcia presided over the meeting. He appreciated the presence of all Local Chief Executives (LCEs), Regional Directors of the different National Government Agencies and the other members of the Council.

The Establishment of the Centralized Halfway House dubbed as "Bahay Ugnayan Sa Rehiyon" is being pushed by the Council as this a perfect facility to encourage rebels to surrender and reintegrate with the government. BGen Lenard Agustin of the 7th ID, AFP, said "We foresee that there will be influx of surrenderees if and when they will be able to see something positive to come out from this, marami diyan talagang nag-aabang lang kung itong mga naunang kasamahan nila (former rebels) will really be able to get all the benefits as promised by the government."

Further discussed during the meeting were the establishment of a Regional Internal Security Operations (ISO) Coordinating Center and designation of its Coordinating Officer. The council also agreed to consider CSOs as regular members for a more inclusive decision-making process.

Subsequently, matters regarding DILG's Peace and Order Programs, Internal Peace and Security efforts of the 7th ID, PNP's combat on Criminality and fight of PDEA against illegal drugs were given in-depth discourse by the council.
