Kilusang Pagbabago, a non-government organization (NGO) in Bulacan, conducted People's Summit 2019: LGU & CSO Partnership towards Participatory Governance on March 9, 2019 at the Capitol Gymnasium, Capitol Compound, City of Malolos, Bulacan.

This aims to strengthen the participation of the society and different organizations towards the attainment of the present administration's goals.
This activity which was held in partnership with DILG Bulacan Provincial Office and the Provincial Government of Bulacan was attended by Barangay Officials, NGOs and representatives from National Government Agencies (NGAs) and Civil Society Organizations (CSOs).
One of the highlights of the activity was the message delivered by DILG Undersecretary for Barangay Affairs Martin Diño where he mentioned about the present administration's thrust of promoting participatory governance most especially in the barangay level where effective governance starts. He also tackled the Barangay Seal of Good Local Governance (SGLG) that will be implemented this year 2019. The program will further motivate local and barangay officials in providing quality service to the people.
Bulacan Governor Wilhelmino Sy-Alvarado expressed his gratitude to those participating in the activity for supporting the government in its program on Participatory Governance. He emphasized that through active people's participation, all programs of the government can be successfully implemented.
Likewise, DILG Bulacan Provincial Director Darwin David gave a brief message and encouraged the CSOs to continuously work hand in hand with the Department in the implementation of various programs and projects.
