On its strong commitment to the promotion of gender equality development, peace and order, and campaign against illegal drugs, DILG Bataan, in coordination with the Liga ng mga Barangay, ushered in the Seminar-Workshop on GAPS: Barangay Gender and Development (GAD) 2020 Formulation, Anti-Drug Abuse Council (ADAC) Action Plan, Barangay Peace and Order Public Safety (POPS) Plan Updating and Barangay Seal of Good Local Governance (SGLG).

Set to enrich the knowledge of barangay officials, the activity emphasized their roles and responsibilities in the preparation and implementation of GAPS. With four batches, DILG Bataan conducted this three-day seminar-workshop from February 18 to March 15, 2019 at Subic Bay Freeport Zone, Zambales.

On GAD mainstreaming
Pursuant to RA 9710 or the Magna Carta of Women, and PCW-NEDA-DILG-DBM-JMC 2016-01: Guidelines on the Localization of the Magna Carta of Women, LGOO VI Ma. Jasmin Bartolo provided a discourse focusing on the GAD focal point, functions and responsibilities, preparation of GAD accomplishment report and the formulation of GAD plan and budget.

On ADAC action planning
The barangays, among others, are mandated to adopt measures towards the prevention and eradication of drug abuse, and implement Barangay Drug Clearing Program. LGOO VI Allan Don Malonzo, program manager, presented the legal bases and history of BADAC supplemented by its composition, duties and responsibilities. Also, participants got a chance to interact with Philippine Drug Enforcement Agency Provincial Agent Marlou Ordoña to answer questions and clarify questions regarding the anti-illegal drug related operations and activities.

On BPOPS Planning
Participating barangays formulated a three-year based POPS plan for 2020-2022 as mandated by DILG Memorandum Circular No. 2015-30. Custer Team Leader Yvette Cosio provided comprehensive discussion on the formulation of POPS Plan after the situation analysis activity was discussed.

On SGLG for Barangay
Being the first province in Central Luzon, DILG through its Program Manager Malonzo, formally introduced the most coveted SGLG to barangay officials as it goes down to barangay level this year. Malonzo highlighted the important roles of barangay in the overall development and transformation of community and nation. He also explained the core and essential areas of SGLG that are necessary in order to secure the seal.
Moreover, DILG believes that hard work never goes unrewarded. Thus, highly-functional BADACs in the year 2017 were recognized as a sign of appreciation to their outstanding performance and dedication to the campaign against illegal drugs.

Truly, plans set direction, and direction corresponds an action. As DILG Bataan sets an equal opportunity to the barangays to be fully-capacitated and knowledgeable on their roles and responsibilities, it imposes a vision that no one gets left behind.

Participating barangays, with the assistance of DILG, target a hundred percent implementation and utilization of GAD, BPOPS, and ADAC action plans and budget, and full awareness on SGLG as One Bataan for One Bataan.
