In line with the government's endeavor to aggressively scale up interventions towards a kind of governance that values transparency, accountability, participation and performance, the DILG has developed a performance assessment tool better known as the Citizen Satisfaction Index System (CSIS).

For year 2019, the CSIS target for Region 3 are municipalities of Floridablanca, Pampanga, Llanera, Nueva Ecija, Moncada, Tarlac and San Felipe, Zambales as target LGU for Region 3 together with partner LRIs, namely, Don Honorio Ventura State University (DHVSU), Central Luzon State University (CLSU), Tarlac Argicultural University (TAU) and President Ramon Magsaysay University (PRMSU), respectively.

Relative to this, Bureau of Local Government Supervision (BLGS) in partnership with DILG Region 3 as host region conducted a Training of Local Resource Institutes on the 2019 Citizen Satisfaction Index System (CSIS) Mainstreaming (Cluster A: Region I, II, III and CAR) last March 18-19, 2019 at Grace Crown Hotel, Balibago, Angeles City.

The activity was participated in by CSIS Regional Focal Persons and their partner LRIs. The LRI Training aims to capacitate the key LRI personnel on fieldwork procedures, data processing and project management of the CSIS, Dry run the protocols to the key LRI personnel, establish and agree on specific timelines of the projects and other arrangements as their guide for implementation and address specific concerns that may be anticipated in fieldwork.

The said activity was also graced by Undersecretary for Local Government Marivel C. Sacendoncillo, BLGS Director Odilon L. Pasaraba, and Regional Director Julie J. Daquioag.

CSIS is a tool for drawing in applicable information for gauging citizen satisfaction that can be used for agenda-setting of economic and human development plans and goals of LGUs. It elicits citizen's feedbacks on a) LGU service delivery performance, and b) general satisfaction of the citizens. The CSIS core (4) concepts are 1) Awareness; 2) Availment; 3) Satisfaction and 4) Need for Action.
