In aiming to eradicate bureaucratic red tape and improve Local Government Unit's processes in securing constructional permits and certificates, the Department of the Interior and Local Government (DILG) Region III steered the Training-Workshop on Streamlining Building Permit and Certificate of Occupancy in three (3) batches on October 1-3, October 10-12 and October 15-17, 2018 at Subic Travelers Hotel, Subic Bay Freeport Zone, Olongapo City.

LGU Building Officials, BFP Fire Marshalls and concerned local functionaries from forty (40) cities and municipalities were guided on the new DPWH, DILG, DTI and DICT Joint Memorandum Circular 2018-01. Some of the notable reforms are number of steps which is reduced to four (4) and processing time of five (5) days for Building Permit and Certificate of Occupancy. Similarly, all LGUs are encouraged to establish a One-stop Shop for Construction Permits (OSCP) which is a mechanism through co-location of related functions and practical system of linkages.

"It is part of the administration's thrust to improve our global competitiveness ranking and to attract more inventors in our country" mentioned by DILG R3 MED Chief Lerrie S. Hernandez. "We intend to provide a quality and hassle-free services to our clients because they are the life and blood of our LGUs" added by the Division Chief.

Aside from the JMC, Republic Act 11032 known as the East of Doing Business (EODB) Law which is an amendment of the Anti-Red Tape Law was presented. The newly-approved law mandates all government offices and agencies to simplify processes and reduce requirements that will hasten the delivery of services and expedite business or non-business related government transactions.

The training-workshop which is just a first step will be subsequent with on-site coaching and mentoring to the targeted LGUs.
