Gearing up towards Strategic HRM by 2022, the Department of the Interior and Local Government held its 2nd Human Resource Summit on September 3-6, 2019 at this year's host, Region 3.


The activity was conducted by the Human Resource Management Division and Personnel Division of the Administrative Service, under the direction of Assistant Secretary for HRD Florida M. Dijan. Regional Directors, Chief Administrative Officers and Human Resource Management Officers throughout the 16 regional offices participated in the event.
During the summit, Asec. Dijan set the Department's track on human resource development in the next three years. She said that she envisions every DILG regional office to be awarded with the Civil Service Commission's PRIME-HRM Maturity Level 2 Bronze Award by early 2020, PRIME-HRM Maturity Level 3 Silver Award by 2021, and PRIME-HRM Maturity Level 4 Gold Award by 2022.
Being this year's host, DILG Region 3, which was already awarded with the PRIME-HRM Maturity Level 2 Bronze Award, presented its best practices, particularly in the core HR area of Recruitment, Selection and Placement. HRMO III Crystal Joy Pineda discussed the screening process of applicants, wherein the region's Pre-Admission Test (P.A.T.) for technical positions is uniquely being practiced by DILG Region 3.
The Local Government Unit of the City of San Fernando, Pampanga, which has long been conferred with the PRIME-HRM Maturity Level 2 Bronze Award, was also invited to present their PRIME-HRM journey.
Among the other topics discussed during the Summit were: succession planning, work force planning, human resource information system, human resource scholarship system, and R.A. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act.
DILG Region 3 RD Julie J. Daquioag for her part, welcomed graciously all the participants and assured them that Central Luzon won't fall short of giving the hospitality they deserve. She added that she hopes the other regional offices will be able to adopt an HR practice of DILG Region 3 worthy of emulation.
Also present during the activity were Assistant Secretary for Plans and Programs Francisco R. Cruz and Administrative Service Director Atty. Jena J. Javarez.
