"Hindi lang PDEA ang kailangan dito, kailangan lahat magtulung-tulong para matapos yung problema. We (PDEA) cannot do it alone. Kailangan namin ng kaagapay at tulong sa iba't ibang ahensiya at lahat ng law enforcement agencies. Kung lahat tayo ay magtutulung-tulong, makakayanan ang pagsugpo sa iligal na droga." This was mentioned by PDEA Dir. Gen. Aaron Aquino during his message in the Inauguration and Blessing of the "Balay Silangan Reformation Center" on February 18, 2019 at Brgy. Sampaloc, Talavera, Nueva Ecija.


The Balay Silangan in Talavera was the 25th inaugurated reformation center nationwide. This program is an alternative intervention for surrendered drug personalities (who are not users/dependents) where they are given intervention, counseling, and livelihood program to help them become more productive and law abiding citizens.
Dir. Gen. Aquino also added that the Sangguniang Kabataan plays a vital role in the society since they are the voice of the youth and they must be involved in the advocacy against illegal drugs. The BADACs should also be functional and the BADAC members must be fully oriented with their duties and responsibilities. He ended his speech by saying, "Tayo'y magkapit-bisig at sama-sama tayong lumaban para pagdating ng 2022 maging drug cleared sana ang ating mahal na Pilipinas."
The program was attended by Talavera Mayor Hon. Nerivi Santos-Martinez, Atty. Aurelio Umali representing Gov. Czarina D. Umali, DILG Provincial Dir. Renato G. Bernardino, PDEA Regional Dir. Atty. Gil T. Pabilona, NEPPO Provincial Dir. PSSUPT. Leon Victor Z. Rosete, COP of Talavera PSUPT. Alexie A Desamito, PTR. Oliver Manzano, and representatives from various national and local government agencies.
