   DILG Region 3 in consonance with the national government’s thrust of curbing red tape and in an effort to develop more business friendly LGUs, conducted a 3-day activity dubbed as Orientation-Training on Business Permit and Licensing System Empowerment and Acceleration Through Information Technology (BEAT-IT). It was attended by a total of 124 participants composed of Business Permit and Licensing Officers (BPLOs) and IT staff from 49 LGUs in the region, most of which have no existing e-BPLS.

   The activity was aimed at providing technical assistance to LGUs without computerized BPLS towards their future adoption of the system so as to further foster an investor-friendly environment and encourage the growth of business and investments in their respective locality by reducing the turnaround time and cost of doing business in the issuance of business permits and licenses.

   RD Florida Dijan, in her message, stressed the important role of the BPLOs in the BPLS implementation. She stated that the revenues that they collect from business permits and licenses are lifeblood of the LGU towards the implementation of various projects. On the presentation of the activity’s overview, CDD Chief Martin Porres Moral emphasized the need for eBPLS which he stated into 3 major points: 1) component of the BPLS upscaling; 2) criteria on the yearly assessment of the Central Luzon Growth Corridor Foundation, Inc. (CLGFI) on the LGU Best Practitioner on the implementation of the BPLS streamlining program award; and 3) probable criteria of the Good Financial Housekeeping (GFH) under the Seal of Good Local Governance (SGLG) where LGUs can qualify to avail funds for special projects.

  Significant topics discussed during the 3-day training were the BPLS Streamlining Program Status of Implementation and Introduction of Regulatory Simplification for Local Governments (RS4LG) by DILG Regional BPLS Focal Person, Philippine Business Registry (PBR) On-Line System by DTI Regional Office representatives, Presentation of the Customized e-BPLS by Bataan Peninsula State University (BPSU) MIS Staff and the implementation of best practice on e-BPLS and e-governance by the BPLO and IT Staff of San Simon, Pampanga.

   Other highlights of the activity were the provision of skills and hands-on exercises for the participants on the creation and management of their e-BPLS database and the programming/development of the system for these target LGUs. Action planning on the LGU’s next steps to e-BPLS adoption was also facilitated.
