   Upon invitation of Barangay Councilors League of the Philippines (BCLP) National President Franklyn Ong and National Secretary General Marlon Austria, DILG Region III Florida M. Dijan graced their First General Assembly on August 29, 2013 at Subic Bay Travellers Hotel, Subic Bay Freeport Zone, Olongapo City.  RD Dijan represented Secretary Mar Roxas as the guest speaker of the event.

   The activity with the theme:  Today’s Challenge… Tomorrow’s Future was attended by around 700 Barangay Councilors, Sanggunian Kabataan Officials and other Barangay Officials nationwide.  It aims to establish and strengthen the direct lines of efficient coordination and communication to various national government programs geared for local development especially in the barangay level and to enable barangay councilors to be active partners in program implementation.  

   Mayor Rolen C. Paulino of Olongapo City was also present in the activity to deliver the welcome remarks.

   RD Dijan, highlighted in her message DILG major programs being implemented consistently by the Department at the barangay level such as the Barangay Governance Performance Management System (BGPMS), Disaster Preparedness Program, Full Disclosure Policy, and Katarungang Pambarangay program through the Lupong Tagapamaya.   In addition, she shared the three qualities of a barangay leader which are 1) Leader as Servant, 2) Leader as Learner, and 3) Leader as Fearless Changemaker.  She also emphasized the Department’s mandate according to Secretary Mar Roxas, that is “To serve and protect our people.”   “This requires our willingness to sacrifice even our own welfare for the good of the public whom we ought to serve”, she said.

   An open forum ensued after the opening program where participants raised several questions which were all responded by RD Dijan and BCLP Officers.
