San Miguel Punong Barangay Angelito Bansil renders his State of Barangay Governance Report (Ulat sa Barangay)In compliance with DILG Memorandum Circular No. 2012-29, San Miguel, Lubao, Pampanga, the showcase barangay in Region 3 held its Barangay Assembly on March 31, 2012 at 8:00 am.

Gracing the event were Pampanga Governor Lilia Pineda, Lubao Mayor Mylyn Cayabyab, DILG-3 Regional Director Florida Dijan, DILG Pampanga Provincial Director Angelina Blanco and Butil Representative Agapito Guanlao.  There were also other guests from different national government agencies such as the DILG, PIA, NIA, DENR (CENRO), DA, PNP, BFP, Sangguniang Panlalawigan/Bayan Members, Department Heads and NGOs.

Again, DILG R3 emerges as one of the best, if not the best region in the implementation of the Local Governance Management Performance System (LGPMS).  With the efforts of its fieldmen and field offices, through their Provincial/City LGPMS Focal Persons, DILG R3 has completed the on-line data entry as early as March 9, 2012, beating the Regional Office’s self-imposed deadline of March 10 and the Central Office’s deadline of March 23. This again has showed the unwavering dedication and workmanship of both the people in the Department and their LGUs.

DILG, as a catalyst of excellence in local governance, has set programs that would realize its vision of better governance and improved general welfare of the citizenry.  One of these programs is the LGPMS, an institutionalized mechanism to assess the actual performance of LGUs.

LGPMS, being a diagnostic tool that is used in planning, budgeting, legislation, monitoring and evaluation of performance and productivity, has proven to be effective in identifying the areas for improvement, which is necessary in addressing the gaps in the delivery of basic services to the public.

The Department of the Interior and Local Government Region III in partnership with the Civil Service Commission Region III spearheaded the conduct of the 1st Regional Convention of All LGU/NGA Focal Point Persons and other program implementers of Gender and Development (GAD) on March 28, 2012 at the Department of Health Region III Conference Room.  The said activity, with the theme “Where is GAD Now?” aims to re-examine the GAD Program through the Implementation of Republic Act 9710 or the Magna Carta of Women along with the identification of issues and concerns on gender and development in the region.

DILG Pampanga Team led by PD Angelina S. Blanco attended the groundbreaking of another Local Government Support Fund (LGSF) Project in the province of Pampanga which was held at Barangays Tabuyok and Balucuc, Apalit, Pampanga. The project is the Upgrading/ Concreting of Tabuyok- Balucuc Farm to Market Road amounting to P1,000,000.00. The said project will  formally start on March 29, 2012 and expected to be completed on April 21, 2012.

As a proponent of Disaster Risk Reduction Management, the DILG Regional Office 3 participated in the 2012 1st Quarter National Earthquake Drill last March 15, 2012 to ensure preparedness in responding to a strong earthquake and to assess the evacuation and response plan of this office.

The National Earthquake Drill was conducted simultaneously in selected schools, establishments, government and non-government offices in other parts of the country which had volunteered to participate. This is part of the continuing implementation of the National Disaster Risk Reduction and Management Council’s (NDRRMC) Four Point Plan of Action on Disaster Preparedness particularly on public information, education and communication as well as preparedness for response.  The nationwide Earthquake Drill is being conducted quarterly since 2006.

As a preliminary activity, this Office conducted an orientation-briefing on Earthquake Preparedness among its personnel last March 8, 2012 in coordination with the Office of the Civil Defense - Region 3.

At exactly 10:30am of March 15, 2012, the alarm rang and signaled the start of the Earthquake Drill.  Immediately all DILG Regional Office 3 employees together with other guests and visitors performed the standard procedure of “duck, cover and hold” during earthquake occurrence.  After a minute of “shaking”, everyone went out and proceeded to the Evacuation Assembly Area in front of the building in an orderly manner using the most accessible exits as directed in the floor and exit plan that was designated per room.  A headcount was made to ensure that everyone is accounted for and no one is missing based on employee’s attendance and visitor’s logbook.

Said activity was led by DILG 3 Regional Director Florida M. Dijan thru the Monitoring and Evaluation Division headed by OIC-MED Chief Lerrie S. Hernandez who is also the Regional DRRM Focal Person.

Another project funded by the Local Government Support Fund (LGSF) amounting to P600,000 was inspected by DILG Provincial Director Angelina S. Blanco together with the Provincial Focal Person LGOO VI Jose Algy Canlas.  Said inspection was attended by the Hon. Mayor Jose Maria Hizon, MPDC Gloria Cruz and MLGOO Rosalinda Camaya. The project is located in front of Don Honorio Ventura Technological State University. It was started on March 2, 2012 and it is expected to be finished on April 20, 2012.

The Local Government Support Fund is a fund being released by the Department of the Interior and Local Government and the Department of Budget and Management to provinces, cities and municipalities which have passed the DILG’s Seal of Good Housekeeping.  Said fund is intended to defray part of the decrease in the local government’s Internal Revenue Allotment for the year 2012.

The funds shall be utilized as capital expenditure and shall be used to augment the approved 2012 annual investment plan for implementation of any or combination of the following projects like rural electrification, local roads connection national roads, arterial farm-to-market roads and bridges, local economic enterprises, flood control and drainage and to support priority projects of the National Government such as Millennium Development Goals, Philippine Disaster Risk Reduction and Management Act of 2010 and Solid Waste Management Act of 2000.
