          April 8, 2022 – DILG Bulacan Provincial Office spearheads the Province-Wide ADAC Performance Audit Reorientation cum Peace and Order Council (POC) Performance Audit Initial Assessment Presentationat Balagtas Hall, Hiyas ng Bulacan, Convention Center, Capitol Compound in Malolos, Bulacan.

          Participated by City/Municipal Local Government Operations Officers (C/MLGOOs) and LGU ADAC focal persons and/or encoders, LGOO II Gerald R. Cabarles Jr., led the orientation on the DILG Memorandum Circular No. 2022-034, or the guidelines in the conduct2021 Anti-Drug Abuse Council Performance Audit. The audit will assess the functionality and effectiveness of local ADACs, determine ADAC-initiated and/or –endorsed innovations and best practices at all levels, create an evaluation and assessment platform, and recognize the best, effective, and performing ADACs.

         The policy covers 81 provincial ADACs, 146 City ADACs, and 1,488 Municipal ADACs which shall be subjected to the performance audit. The first phase of implementation, which is documents gathering and uploading to the ADAC Functionality Monitoring System (FMS) shall begin on April 11-25, 2022 for component cities/municipalities, and May 16-23, 2022 for provinces/highly urbanized cities (HUCs)/independent component cities (ICCs), to last until June 2022 for the presentation of audit results and awarding.

         A system simulation or walkthrough was also provided by the DILG Training Team. This has given the stakeholders the opportunity to be refreshed in navigating the system which will be used in the whole duration of the audit.Lastly,LGOO II Cabarles also presented the initial findings of the submitted Means of Verifications (MOVs) of Municipal/City Peace and Order Councils for the ongoing FY 2019 and 2021 POC Performance Audit. LGUs were apprised on the lacking submission which they may still submit to increase their rating once the final assessment occurs. Both assessments shall constitute the score of the LGUs for the Seal of Good Local Governance (SGLG)

        DILG Bulacan Provincial Director Darwin David, on his closing remarks, did not forget to guide the participants to perform beyond not only for the sake of compliance to the assessments. "Maswerte tayo na nasa gobyerno dahil halos lahat ng private companies ay apektado noong pandemic... Ang gobyerno ay naitayo hindi lang naman para magpakasaya o para mag-enjoy lang, ang gobyerno ay naitayo para tulungan yung mga nahihirapan, tulungan yung mga taong walang kakayahang ipagtanggol ang kanilang sarili, at protektahan yung mgamahihina at mahihirap. Gamitin natin ang ADAC at POC ng mga LGUs para sa ganitong layunin”, he said further.

         The high functional result of ADACs and functional result of POCs are required in the Safety, Peace, and Order area to pass the Seal of Good Local Governance (SGLG) of the Local Government Units.
