CITY OF BALANGA – The Department of the Interior and Local Government (DILG) of Bataan is determined on seeing more local government units (LGUs) in the province passing the Seal of Good Local Governance (SGLG) for the year 2017.

This was echoed at the SGLG Utilization Conference, co-organized by the DILG Bataan Provincial Office and the Provincial Government of Bataan attended by local chief executives, LGU officials, department heads and functionaries at the Lou-is Resort and Restaurant, City of Balanga on February 27, 2017.

Said event was conducted to inform the local officials about their respective LGU ratings on the recent SGLG assessment and to address the identified gaps in the areas of assessment of governance and the actions to be taken by other LGUs to eventually get the Seal.

DILG Bataan Provincial Director Myra B. Moral-Soriano, in her message, stated that the SGLG symbolizes integrity and good performance of local governments. "To ensure full appreciation of the SGLG, our Department conducted this province-wide utilization conference to have a same level of understanding among our local officials regarding the program and eventually to get more Bataan LGU passers in the years to come", PD Moral-Soriano said.

"DILG Bataan hopes that the number of SGLG awardees will double in the next assessment," she added.

Gov. Abet Garcia likewise emphasized the significance of the SGLG as this citation is a validation of efforts and excellent performance of public officials to their respective LGUs, as the recipients will also be entitled to various opportunities and other program windows subject to specific program guidelines.

"The SGLG can be associated to the new vision of Bataan wherein the directions and targets are clear. It encourages a culture of excellence than a culture of mediocrity. We focus on the things that truly matter to our vision which are also aligned to the programs of the national government agencies like the DILG," Gov. Garcia added.

DILG R3 Monitoring and Evaluation Division (MED) Assistant Chief, Fortunato M. Abraham III showed the results of the 2016 SGLG assessment of each of the LGUs in Bataan through the governance assessment report (GAR) tool. He then presented the new indicators for the 2017 assessment.

Full Disclosure Policy (FDP) was also discussed by LGOO V Cristy Blanco, while the status of the locally-funded projects (PCF, BUB, Salintubig) in the province was presented by LGOO V Bernardino Santiago.

Among 12 LGUs of Bataan, six LGUs, including the Province, passed the three core assessment areas and at least one from the three essential areas. The Provincial Government of Bataan, the City of Balanga and the Municipalities of Bagac, Dinalupihan, Mariveles and Pilar bagged the coveted Seal for the year 2016.

The SGLG was launched by the Department in January 2014 to challenge LGUs to continue good governance practices while providing better services. It originated from the "Seal of Good Housekeeping" program that was introduced in 2010. (LGOO II Allan Don L. Malonzo)
