To strengthen local governance planning and performance management, the Provincial Government of Bataan, with the support of DILG Bataan, successfully conducted the Executive Briefing on the State of Local Governance on June 30, 2025, at the 4th Floor of The Bunker, Balanga City.
The activity gathered key provincial officials, including Governor Jose Enrique S. Garcia III, Vice Governor Ma. Cristina M. Garcia, members of the Sangguniang Panlalawigan, department heads, and partner agencies. It aimed to present an evidence-based assessment of local governance performance, identify priority development issues, and align strategic directions under the NEO PLUS Program.
In his opening remarks, Governor Garcia underscored the importance of data-driven planning, interdepartmental coordination, and citizen-focused service delivery.
DILG Bataan Provincial Director Belina T. Herman, CESO V, provided an activity overview outlining the objectives, schedule, and expected outcomes. The DILG Bataan Provincial Office played a crucial role in facilitating the briefing and ensuring alignment with national policy directions for local governance improvement.
The highlight of the briefing was the presentation of the State of Local Governance Summary, delivered by AR. MC Jefferson M. Valerio, OIC-PPDC. The presentation covered an analysis of governance performance, key accomplishments, performance gaps, and recommended interventions identified by the department heads.
Participants engaged in identifying priority issues requiring policy and programmatic responses to ensure that local plans and budgets address pressing needs. Governor Garcia provided further guidance, encouraging all offices to sustain a culture of accountability and innovation in local service delivery.
The session also featured a presentation on Ways Forward under the NEO PLUS framework by LGOO VII Cristy M. Blanco, Cluster Team Leader of DILG Bataan, which detailed the proposed strategies and workshop outputs to support continuous local governance improvement.
Vice Governor Ma. Cristina M. Garcia delivered the closing remarks, thanking all participants for their active engagement and reaffirming the provincial leadership’s commitment to responsive and inclusive governance.
The DILG Bataan Provincial Office extends its steadfast support to the Provincial Government of Bataan in advancing good local governance for a stronger, more resilient province.
