To further strengthen regulatory efficiency and frontline service delivery at the local level, DILG Region III, in coordination with DILG Bataan, successfully conducted the 2025 Ease of Doing Business (EODB) Compliance Audit in the pilot municipalities of Orion (June 13), Morong (June 25), and Bagac (June 26).

The audit was conducted in three stages: (1) Interview/Focus Group Discussion (FGD), (2) Onsite Inspection and Applicant Interview, and (3) Exit Conference. The primary objective of the activity was to assess the implementation of regulatory reforms and frontline service improvements in accordance with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The audit team was composed of representatives from DILG Regional Office III as Team Leader, with members from the DILG Bataan Provincial Office, the Department of Information and Communications Technology, and the Anti-Red Tape Authority.

The audits aimed to evaluate LGU performance in implementing the provisions of RA 11032, particularly in the streamlining of processes related to business and construction permitting. Through the three-phase approach, the team engaged directly with each LGU’s Committee on Anti-Red Tape (CART) or Regulatory Reform Team (RRT), validated on-site processes in the Business One-Stop Shop (BOSS), Business Permits and Licensing Office (BPLO), and One-Stop Shop for Construction Permits (OSCP), and concluded with an Exit Conference where commendations and recommendations were shared.

Initial findings from the pilot audits will help shape future technical assistance and capacity development interventions to support local governments in improving institutional systems and delivering more efficient, citizen-centered public services.

DILG Bataan extends its appreciation to the LGUs of Orion, Morong, and Bagac for their active participation and cooperation. Their commitment shows the province’s collective effort toward building a more business-friendly and efficient local governance landscape.
