Pushing forward to the Department's commitment of achieving the utmost potential of good local governance, DILG Bataan, in partnership with NAPOLCOM Region 3 conducted a capacity development activity for the local members and secretariats of the People's Law Enforcement Board (PLEB) on March 14-15, 2023 at Vista Marina Hotel and Resort, Subic Bay Freeport Zone.


The PLEB is envisioned to provide a voice for the community and ensure that law enforcement agencies are held to the highest standards of professionalism and accountability. The PLEB, being a disciplinary authority, has a mandate to hear cases against the abuses of PNP personnel.


Moreover, PLEB is composed of one (1) Sangguniang Panglungsod/Bayan representative, one (1) representative from the liga ng mga barangays and three (3) individuals known for their probity and integrity. It is noteworthy that of the three individuals chosen, one must be a female, one must be a member of the bar, or in the absence thereof, a college graduate, and one must be a principal of the central elementary school.


During the lectures, PLEB members were taught on the salient features of the NAPOLCOM 2016-002, Basic Rules of Evidence, Case and Records Management, and Drafting of a Decision. NAPOLCOM Provincial Officers led by Atty. Rominagrace Yadao (Bataan), Atty. Hoven Bolislis (Pampanga and Angeles City), Atty. Sim Flores (Tarlac), and Atty. Kristopher Tagufa (Bulacan) shared their expertise on the topics mentioned. For their workshop, the participants were given sample cases and were tasked to prepare a draft decision and present the same to the body.


The activity was also graced by PLEB Secretariat of LGUs, NAPOLCOM Regional Director Julieta RaƱeses MNSA, CESO IV and DILG Bataan Provincial Director Belina T. Herman, CESO V, who both manifested their commitment to provide assistance to the PLEB members.
