Subsequent to the Training of Trainers on the Implementation of the Anti-Red Tape Act- Report Card Survey (ARTA-RCS) conducted by DILG R-3 for its Field Officers on May 10-12, 2012 at Maharajah Hotel, Angeles City, the region had immediately administered the survey questionnaires in its 7 provinces, 13 cities and 117 municipalities.  As of July 3, 2012, a total of 129 LGUs in the region or 94% have completed the survey administration while 110 LGUs or 80% have encoded their survey results in the RCS system.  The rest of the LGUs will submit reports at the Regional Office today, thus, a hundred percent completion of the whole region’s RCS survey administration and encoding may be expected within the day.

The ARTA-RCS project is in line with the implementation of Republic Act No. 9485, otherwise known as the Anti-Red Tape Act of 2007 which requires all government offices to draw up their Citizen’s Charters.  Section X of the republic act states that all offices and agencies providing frontline services shall be subjected to a Report Card Survey which shall be used to obtain feedback on how provisions in the Citizen’s Charter are being followed and how the LGU is performing.  It shall also be used to obtain information and/or estimates of hidden costs incurred by clients to access frontline services which may include, but is not limited to, bribes and payment to fixers.

The ARTA-RCS rating of an LGU, as a result of the RCS survey administered, is one of the criteria in the SGH Silver and Gold Award which will be implemented by DILG in 2012 and 2013, respectively.

RD Dijan delivers her opening message. Also in photo are RD Lantayona of DTI & DILG & DTI Provincial & City Directors & BPLS Point Persons

The DILG, through the Local Government Academy, has developed an enhanced framework for the Monitoring and Evaluation (M&E) of BPLS program with the technical support from the International Finance Corporation (IFC) and in close consultation with key program stakeholders.

Gearing towards the adoption of the enhanced tool, DILG Region 3, in partnership with the Department of Trade and Industry (DTI) Region 3, conducted an Orientation-Briefing on Mainstreaming Result Based Monitoring and Evaluation (RBME) in Business Permit and Licensing System (BPLS) Reform Program on June 28-29, 2012 at Forest View, Subic Bay Freeport Zone, Olongapo City.  The activity is primarily aimed at building the capacity of key program stakeholders to implement and institutionalize the enhanced M&E system for the BPLS streamlining Program.  Participants during the activity were DILG and DTI R-3 Provincial/City Directors and BPLS Point Persons.

DILG Regional Director Florida M. Dijan, in her opening message, congratulated the group for achieving a hundred percent compliance in the Component One of BPLS Reforms.  On the other hand, DTI Regional Director Blesila A. Lantayona emphasized the significance of the RBME as a tool in BPLS reform program.  She also mentioned the good partnership of DTI and DILG which proved to be an effective factor in the success of the program.

RD Dijan of DILG and RD Lantayona of DTI sign a Joint Regional Order on the continuing BPLS implementation in Region 3 witnessed by DILG and DTI Provincial and City Directors

To further strengthen DILG-DTI partnership, Dir. Dijan and Dir. Lantayona signed a Joint Regional Order (JRO) which will serve as a roadmap for the two agencies to accomplish the remaining components of BPLS in the region.

N.Ecija PD and Concurrent ARD Abraham Pascua assures the Field Officers of the support of the Regional Office on the programs’ roll out in his opening message

The Department of the Interior and Local Government Region 3, through the Regional Program Coordinators, conducted a one-day Program Orientation for the Roll-out of the Seal of Good Housekeeping (SGH), Performance Challenge Fund (PCF), Gawad Pamana ng Lahi (GPL), Seal of Disaster Preparedness (SDP) and Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) on June 21, 2012 at DILG Region3 Conference Hall, Maimpis, City of San Fernando Pampanga.

The activity was aimed to equip the Field Focal Persons regionwide with working knowledge on the Department’s implementation guidelines on SGH, PCF, GPL, SDP and SALINTUBIG as well as on the DILG roles and responsibilities by levels .

Nueva Ecija Provincial Director and concurrent Assistant Regional Director Abraham A. Pascua, in his message,  assured the provincial focal persons that the region through the Program Coordinators have the technical capacity to help them. He also mentioned the importance of the role of the Provincial and City Directors toward the effective implementation of the programs at the field level.

During the workshop, the participants identified activities and strategies to be undertaken for the roll out of each program in their respective provincial and city assignments.  The main output of the activity is one unified action plan that will be implemented by each province and city.

It may be recalled that in 2010, DILG initiated the implementation of PCF, a program that seeks to recognize good governance performance and encourage the alignment of local development initiatives with the thrusts of the present administration.

LGOO V Ener Cambronero, SGH & PCF Regional Coordinator discusses scaled up SGH and PCF guidelines

The Seal of Good Housekeeping on the other hand is in line with the Department’s commitment to aggressively scale up interventions to elevate the practice of governance that values transparency, accountability, participation and performance into an institutionalized status.

In order to avail the PCF subsidy, LGUs have to pass the Seal of Good Housekeeping (SGH) assessment.

For FY 2012, the National Government increased its appropriation on PCF from P500M to P750M. This year is very critical as there are improvements in the SGH and PCF implementing guidelines.
