Dipaculao, Aurora – DILG Aurora conducted an infrastructure audit on the 288-square-meter Evacuation Center in Barangay Borlongan, Dipaculao, a project funded under Financial Assistance to Local Government Units (FALGU) FY 2023 and completed in July 2024.

Originally turned over in “bare finished” condition due to limited funds, the facility was later improved by the LGU through the FY 2024 20% Development Fund, after Typhoon Pepito heavily damaged the province in November 2024. Those improvements proved vital when the building successfully withstood two major typhoons—Super Typhoon Pepito and, most recently, Super Typhoon Uwan.

During the devastation of Super Typhoon Pepito, 26 families (85 individuals) sought shelter in the center. Months later, during Uwan, the facility again served as a safe refuge to 52 families (145 individuals). Despite strong winds, heavy rains, and storm surges, the evacuation center remained structurally sound, protecting evacuees from harm.

Barangay Captain Ramon Lasala highlighted the center’s importance especially during the devastation of the said typhoons stating, “Malaking tulong po sa amin ang evacuation na ito dahil nung unang tumama ang bagyong Pepito, halos dito na namin nilikas ang aming mga kabarangay. Tapos yung bagyong Uwan, mas lalong napuno kasi napakalakas ng alon.”

Led by Cluster Team Leader Ariel G. Espinosa, the DILG Project Monitoring Team, including Program Manager Bon Paby P. Mingua, MLGOO Hannah Marie A. Dizon, LGOO II Rosanna G. Hernandez, Engr. III Kenny Jean N. Iniwan, ISA I Kenneth M. Mortel, and ADA I Clemson M. Puyat, assisted by Municipal Engineering Office staff, Engr. Ellynor M. Ignacio, assessed the center’s structural integrity. The audit confirmed that the facility remains safe, sturdy, and functional, with only minor enhancements recommended to improve comfort and readiness.

The Borlongan Evacuation Center’s performance during two powerful storms stands as a testament to the community’s commitment, the LGU’s efforts, and the continuing support of DILG in ensuring resilient and life-saving infrastructure.
