For almost a decade, the residents of Brgy. Simbahan, Dinalungan, Aurora have been dreaming of having a water supply system that provides continuous and sufficient water flow for everyone.

Now, an important step has been achieved toward realizing the community's goal with the help of the Support and Assistance Fund to Participatory Budgeting (SAFPB) through the DILG. The groundbreaking ceremony for the expansion of the Level III Water Supply in the area was held on January 27, 2025. Attending the historic event were DILG Central Luzon Regional Director, Atty. Anthony C. Nuyda, CESO III, along with OPDS Director, Dir. Alfonso A. Maralli, Jr., CESO IV, and other DILG personnel.

The ceremony was led by the Municipal Mayor of Dinalungan, Hon. Manuel A. Torres, along with other local officials. Mayor Torres outlined the Dinalungan's journey to obtain a safe and potable water supply, specifically for the barangays of Simbahan, Poblacion, and Dibaraybay.

LGOO VII Ariel G. Espinosa, Cluster Team Leader of DILG Aurora delivers his message, on behalf of Provincial Director Ener P. Cambronero. He highlighted the importance of water as an essential requirement for the sustainable development of any community.

Atty. Anthony C. Nuyda, DILG R3 Regional Director congratulates the municipality of Dinalungan on being one of the LGSF-SAFPB program’s 75 beneficiaries nationwide. He stressed that only two (2) out of eleven (11) municipalities in the region complied with all the requirements set and qualified as SAFPB 2025 recipients.

Later, Director. Alfonso A. Maralli Jr., Diector IV of the Office of Project Development Supervision (OPDS), provided background on the SAFPB program. He noted that the program adopted some governance principles that do not only address the scarcity of access to clean water, but also the leadership of the LGU. When evaluating proposals from nominated LGUs, they take into account the status of their collaboration with all community stakeholders. He underlined that the Support and Assistance Fund to Participatory Budgeting (SAFPB) shall not only practice good governance but also promote and deepen participatory governance.

To formally close the activity, MPDC Bernard M. Barrera conveyed his remarks by challenging the community to take ownership of the project and consider it their responsibility to preserve and use for future generations.

Project Description: This project consists of well development, pumps Installation and accessories, laying of main distribution pipes, construction of elevated reservoir, construction of pumphouse with solar power system for its operation to address climate change solution which now is the priority of our municipality if terms of energy producing is concern.
