(right photo) ARD Abraham Pascua delivers his welcome message  DILG Region 3 conducted the 2013 Business Permit and Licensing System (BPLS) Assessment cum Introduction to Regulatory Simplification   Project (RSP) on November 28-29, 2013 at Royal Hotel, Angeles City. The activity was participated in by the Region’s City Business Permit and Licensing Officers (BPLOs), DTI and DILG BPLS Provincial Key Personnel.
 
The main objective of the activity is to assess the implementation of BPLS in the Region, introduce RSP to the cities and come up with the RSP diagnosis.

 

Region 3 is one of the pioneers in the streamlining and up scaling of BPLS in the country. To date, a number of municipalities and cities have further enhanced their systems. Three of the 14 cities are ISO Certified, two with on-line registration and most of them are already automated.

During the activity, the BPLS Regional Focal Person presented the 2013 BPLS Progress based on the report submitted by the provincial offices. Ms. Rowena Miranda of DTI on the other hand presented the BPLS comparative growth from 2002 up to present. The BPLOs afterwards shared their cities best practices.

Dr. Bobby Pagulayan, from the Regional Competitiveness Council 3 (RCC 3), discussed the RSP to the participants. Consultants from International Finance Corporation (IFC), Regina A. Samson and Atty. Tess Lacerna expounded on the first phase of the project – Diagnosis and facilitated the diagnostics workshop.

A follow-up activity on RSP will be conducted on the second week of December, 2013.
